Job Title: Environmental Engineer - Water Location: Spring
Grove, Pennsylvania Work Model: 100% Onsite (No option for hybrid
or remote) Overview The Environmental Engineer is responsible for
supporting all activities required to maintain compliance with the
Clean Water Act, National Pollution Discharge Elimination System
(NPDES), and Susquehanna River Basin Commission (SRBC) permits.
This role also encompasses dam safety compliance, Emergency
Planning & Community Right-to-Know Act (EPCRA) obligations and
providing technical expertise on water quality issues to the
facility Environmental, Health, and Safety (EHS) Director.
Responsibilities Water Quality Compliance and Permitting Assist the
facility EHS Director in obtaining and maintaining water
quality-related permits. Maintain an in-depth knowledge of the
mill's entire water balance and related regulatory requirements.
Monitor real-time water compliance data, providing progress updates
or raising compliance concerns to appropriate personnel. Develop
strategies to address new regulatory requirements alongside the EHS
Director. Communicate critical information to management, facility
teams, and external stakeholders. Regulatory and Technical
Expertise Stay informed about water quality laws and regulations at
the federal, state, and local levels. Collaborate with company
management, legal counsel, and facility personnel to prepare legal
and technical documentation for complex projects. Lead and manage
water quality projects, including selecting and overseeing
consultants, vendors, and contractors. Provide guidance on
environmental water issues within and outside the organization. Dam
Safety and EPCRA Compliance Oversee dam safety regulatory
requirements, including inspections, emergency action plans, and
remediation permitting. Manage lagoon closure and maintenance
activities, including groundwater testing, visual inspections, and
required reporting. Ensure compliance with EPCRA, including
managing the PPC/SPCC/SPR Plans. Additional Responsibilities
Oversee registered tank inspection programs and required personnel
training for both underground and aboveground storage tanks.
Support waste treatment operations in troubleshooting and
cost-reduction initiatives. Maintain records and submit periodic
reports/notifications for various regulations, including NPDES DMR,
SRBC, PADEP, Tier II, hazardous substance surveys, and asbestos
notifications. Conduct internal audits to support the Environmental
Management System (ISO 14000) and ensure regulatory compliance.
Respond to environmental incidents/spills/releases on a rotating
on-call schedule, coordinating cleanup efforts and regulatory
reporting. Accompany state and regulatory inspectors during on-site
evaluations. Requirements To perform this job successfully, an

Bachelor's degree (B. A. or B. S.) from four-year college or
university in a science-related field or university and two to four
years related experience and/or training; or equivalent combination

presentations Willingness to learn and grow in environmental
disciplines outside of water. Leadership and inter-personal skills
